I don't understand how the Prez has the ability to just withhold funds that have been allocated by Congress.
I'm sure he doesn't, but I hear no push back from the Dems on this.

I don't think he can do it legally, but by the time the state sues him and wins, he's made his point.

During the Impeachment hearings one of the witnesses compared Trump's call to the Ukraine President to a far-fetched hypothetical where the President threatens to withhold needed aid to a State unless the Governor agrees to help him politically.
It is no longer a far-fetched hypothetical.
