"Winner of the Presidential Election" does seem to be the default pick in those years, no matter what else happened that year.
(Note: my comment is based entirely on my faulty memory, so if I'm wrong then I'm wrong)
With this extraordinary year, the front line health workers would have been a good choice. Then again, the ordinary Americans who came out like never before for racial justice would also be in the running. Maybe the "Joe & Kamala" pick is the one that wraps them and more into one package.

Winner of the most votes in US History. Woman of colour veep.
The last president who didn't get named the Person of the Year in an election year was Clinton in 1996. He was POTY in 1992.
He got his consolation prize two years later but had to share it with Ken Starr.
Honest question sparked by the fact that I haven't been by a news stand in a LONG time. Does Time even publish a print edition anymore?

Personally, I would have preferred that the front line workers got it.
