If yes, is he allowed to run and not allowed to serve?

It will be too late.  Once someone holds the office of the presidency, removal is only by impeachment and conviction.  What I didn't understand is why the response to the claim that it was premature to remove him from the ballot because 2/3 of Congress could remove the disability, but that it would be okay to remove a 28-year old even though the Constitution could be amended prior to that person taking office?
