There's a link on that page, to use if you're outside of the United States.
I have been voting by mail since lockdown and find it really easy. I use the drop box by the Hilton Branch Library to cast my ballot so I know it will arrive where it needs to go in a timely fashion.

The process is really complicated, and I think it will discourage anyone who is not motivated, that is my opinion. Does anyone know about this website for voting? is it legit? https://register.rockthevote.com/registrants/new?locale=en&partner=26429&utm_source=google-search&utm_term=generic&gad_source=1&gclid=Cj0KCQjwz7C2BhDkARIsAA_SZKZvdbjG9lJMtUSMgvI-vTZB0D_hlgFQ3xrlhQQU4KZjN7rtuRedWQoaApegEALw_wcB
I tried it, and it said that the administrator does not accept registrations from my IP address, however I can see why people would choose it. The question is: how likely is it that the vote will ot be rejected after Trump challenges it.
I think that's not the same thing as voting by mail. But I know you live outside the US, so I don't know how this will work for you. As far as I know, the way to register to vote by mail is separate from voter registration in general. I think you have to already be a registered voter in order to request the mail in ballot (or perhaps it can be done somehow in combination.) My original voter registration was many years ago, but my mail-in ballot registration was much more recent and I checked off "all future elections" when I did it (sometime before Covid, but I don't recall for sure - probably 2016 or 2018.) So now I do like Joan and use the local lockbox which I trust even more than USPS, but I think that sending by mail should have a high level of trust also. Good luck figuring out what works for you.
(For anyone local, the vote by mail info and application for Essex county are here: https://www.essexclerk.com/Services/6/.)
Thank you.
I followed Nohero's suggestion, and the link worked for me. The one I had found earlier rejected my ip address. The info in Nohero's address is much clearer than the FVAP form which has so many pages of instructions, that it is nauseating. Besides they mail the ballot, and I don't necessarily get all my snail mail in Chile, and as far as I know I have never succeeded sending ANY snail mail to the US from Chile, even with the new code system used with certified mail. Correspondence is eaten by a monster in cyberspace. So this new form asks all the info of the FVAP questionaire, without all the irrelevant pages of instructions, it emails the form to the Essex County Clerk and will email me a ballot which I can also email back to the County Clerk. Less fuss and no snail mail.
I still vote to every election I am allowed, and I always sent the vote to the Embassy in Santiago. I believe that worked, but who knows, maybe they have Santiago monters who eat mail to the Embassy too.
There are expat threads on Facebook, and I posted Nohero's suggestion to them. Thank you all.
I'm pretty traditional - in some ways. I get a strange and palpable endorphin rush when I go into the booth and pull the lever for my chosen candidates. Participation in democracy gives me goosebumps.
In April, I attended the Democratic senatorial debate at SOPAC and I was surprisingly moved to tears by just being there and witnessing democracy in action. (It didn't hurt that it was the Democratic debate -and Patricia Campos-Medina, Larry Hamm, and Andy Kim - were all pretty progressive.)
A neighbor and I walk to our polling place together every election day; it's a nice tradition- we have done so for years, so we'll do that again Nov-5.

I don’t plan on visiting a voting booth again. It’s by mail for me.
Me too, except I use the ballot drop box rather than USPS. (I can walk to the one in front of the Hilton Library in Maplewood ... a few blocks from my house.)
It’s become really easy here in NJ and I’ve been doing so for years. Like sac I go to the Dropbox in town.
Copihue I know you’re dealing with voting from another country. Totally different game.
If everyone voted by mail that would feed more fodder to the MAGA cult… they would show images of empty voting centers in New Jersey. Then claim it was rigged. I feel lines outside of the voting centers is a good image for us. It’s easy to use the drop box at the library, but it’s better to go vote if you have the time during the day.

Not sure I agree with you but I'll answer more tomorrow. And my first thought is if we base our actions on "claim it was rigged" that is giving into conspiracy theories. Let's remember the earth is not flat. TIA.

Voting by mail makes voting more accessible to many. The homebound, those who work on Election Day, those who are away from their area on Election Day, those who can't stand in long lines for medical reasons can now vote more easily. Voting by mail removes the need to organize transportation to the polls for those unable to drive. Those concerned that they might be turned away due to fear of discrimination can now do so without fear of being turned away. It is actually easier to control potential voting fraud since trained personnel can check the mailed submissions against voter registration lists. To my way of thinking, being able to vote by mail, especially with the drop box option, makes it harder to rig an election.
