Question about HTML Speed Tests

I'm working with the technical support people at Ring (video doorbell) trying to figure out why it's not operating properly.  They asked me to do a HTML speed test using bandwithplace.com.  The upload speed for my cell phone is 0.10 which they say is crappy and there must be a problem with my router.  However, when I perform the test using my laptop in the exact same spot in the house, it registers 12.06 for the upload.

Any ideas why my cell phone registers such a low upload speed?  Thanks in advance.

Are you sure your cell phone is using your home router? It could be on the cellular network, and it could be on a neighbor's network.

I never heard of that site before, so I tried it at my workplace which has a superb connection. Here are my results.

Thanks, Tom.  Yes, it is set for my Comcast wifi and the tech at Ring gave me this particular site to test on.  I've done a number of tests over the weekend, using both the laptop and the cell phone, inside and outside of the house.  Oddly enough, my cell phone only registers that low upload number when it uses the NYC server.  When I use Dallas, Washington DC, Chicago and Atlanta, it ranges around 12.0.  I've reported all the different test numbers to the Ring tech and have yet to hear back (they're 3 hours behind us).

Please visit What Is My IP Address from your computer and from your phone and make sure they have the same address. This is to prove you are on your home router.

What model phone is it?

Both cell phone and laptop say ISP is Comcast Cable, Berkeley Township, NJ.

Cell phone is an LG-P659.

That's weird, and I can't explain it. Try visiting speedtest. What are your results there?

The plot thickens:  I can't test the cell phone on speedtest because it needs Adobe Flash Player and I get an error message saying Adobe is not supported by my device.

It doesn't seem like Ring can explain anything either -- they're now suggesting I place a washer behind the Ring device to tilt the camera down.  What that has to do with not receiving notifications is beyond me.

There is probably a speedtest app for Android. There is one for iOS. Try that.

The tilting also makes no sense to me.
