New fire hydrants around town

What took so long? I walk the dogs around many areas and over the years noticed that a few hydrants were no longer operable (or looked to be that way). One that sticks out the most is the hydrant located on Montrose Ave. closer to Centre. That hydrant has been covered with a bag for years.

Glad to see many have been replaced with working units, but what took so long? Was S.O. in code violation because of non-working hydrants in residential areas?
