Need a bobcat or backhoe for hire

Tree roots have pushed the ground surrounding driveway higher than the pavement and half the driveway was submerged this morning. Anyone have any reasonable referrals?

Which town?  If this is a town tree, depending on which town you live in and where the tree is located, the town may trim back the offending roots for you.  You just need to find someone to lift the pavement and replace it after the town's work is done.  Be careful if you decide to do this, especially with the saturated soil we have now.  Trimming back the roots could destabilize the tree and cause it to fall.

It's a backyard tree but I probably need to speak with a professional about it since drainage issue can be kinda complex. Planned on addressing it in spring but the small lake this morning makes me feel like I shouldn't wait. It's never been as bad as is was this morning. Thankfully it all drained by the time I got home from work.

I now where you can get a bobcat. But I don’t think they are so easy to train to dig.

I know you have to get utilities to mark underground lines in the front yard.  Backyard is probably not required.

If you can operate one you can rent it by the day.  You will have to call for markouts before you dig.  Won't be much help in the backyard unless you have some sort of public wiring or piping running through your yard.  They only mark utilities on file, not private piping or wiring.

Not sure what your plans are But if it involves removing tree roots you are going to want a tree expert to tell you if you are going to create a falling hazard.  If too many roots are removed the tree can topple over with minimal winds.
