Sounds like raccoons. Maybe put a brick on the lid to your trash can.
Likely raccoons. This is a common problem here. Either not putting leftovers/scrapings in your trash or having a well secured garbage can should resolve the problem.
Raccoon and opossum. They can eat through the plastic lids. Metal garbage cans are better.
That doesn't explain the garbage strewn along the fence on Valley St, by the school field. Trash cans, not full! surrounded by trash. It currently looks much worse than when these photos were taken ~ a week ago
The Valley photos look to me as if people are throwing trash out car windows, as they do on highways.

We have been finding small amounts of garbage strewn on our driveway--sometimes it's garbage from our own garbage can, sometimes it's from someone else's (someone else's vegetables, etc.). Oddly, our cans have not been turned over. Is someone going through our garbage? Anyone else experiencing this?
