You're unfortunately in a tough spot. There are services that can attempt to get your data, but they're often unsuccessful. Apple in the SHM will give you info on 3rd party vendors who do that sort of work if you ask.
Be of some cheer- the robust encryption of today may become Mickey Mouse level a few years from now. Eventually you will get your stuff. If no one can do it today just put it in a box and wait.
Of course, if it's simply a matter of being unable to enter a known code, I think that is something that can be remedied presuming you're willing to throw money at it.
Go to the Apple store and see if they can get it to turn on. They can sometimes work wonders. Then you can plug it into a computer or send yourself the photos. We found this out recently as well- backup only to the cloud = lost photos.

Hi we are desperate and have tried all normal avenues. Chat with Apple says there is no way to save pictures. They are not in Cloud, long story. Locked out of phone/screen is unresponsive to touch.
Any ideas are very much appreciated!
